United Nations Development Programme (UNDP)and the Office of the United Nations High Commissioner for Human Rights (OHCHR)announce a call for proposals on human rights education initiatives through the Assisting Communities Together (ACT) Project.

The Project, launched in 1998, is focused on supporting human rights, training and public information activities in the context of the United Nations Decade for Human Rights Education (1995-2004) and of the World Programme for Human Rights Education (2005-on-going). ACT Project supports initiatives that require relatively limited financial resources (up to USD 5 000), which could make an important impact on promotion of human rights at the local level. Since 1998, OHCHR and UNDP have supported more than 570 initiatives in 59 countries. Currently ACT Project is in the fifth phase which is planned for the period of November 2005 to June 2007.

Focus of the Fifth Phase of ACT Project and Eligibility Criteria

The fifth phase of the ACT Project puts a special emphasis on activities related to human rights education in primary and secondary school systems (including for instance, material development/translation; workshop/training courses for relevant authorities, teachers and other education personnel;
school competitions and debates, although other proposals covering human
rights education initiatives may also be considered). This is to create
synergy with the World Programme for Human Rights Education, whose first
phase (2005-2007) focuses on primary and secondary education. Applicants are
encouraged to consult the Programme (attached) for ideas on possible project

Specific criteria for the selection of the projects:
. Submitted proposals should be relevant to the objectives of the World Programme for Human Rights Education . The proposed projects should be innovative, replicable and designed to provide maximum sustainable impact at the local level.
. The estimated budget of the projects must be within the limit of USD $ 5,000.
. All project activities must be completed by the end of November 2006.
. Grants can only be given to Ukrainian registered NGOs.

Procedures of Grants Administration
The applicants will be informed about the decision on their proposals by the end of April. Grants will be transferred in two installments. The first installment will constitute 80% of the grant and will be disbursed to the grantee within one month following the signature of the Grant Agreement. The remaining balance will be transferred to the grantee approximately one month after the approval of the grant recipient's mid-term report.
